WINSTON LEWIS PROUTY, Republican, of Newport, Vt.; born in Newport, Vt., September 1, 1906; educated in Newport schools, Bordentown Military Institute, Bordentown, N. J., and Lafayette College, Easton, Pa.; mayor of Newport for three terms, 1938 to 1941; member of Vermont House of Representatives in 1941, 1945, and 1947, serving as speaker in 1947; chairman, Vermont State Water Conservation Board 1948 until May 1950; married the former Frances C. Hearle; elected to the Eighty-second Congress November 7, 1950; reelected to the Eighty-fourth and Eighty-fifth Congresses.
